QuartzCrystal_xyz.jar is a Java-archive which can be directly started under Windows, Linux and Mac-OS.
A Java-Runtime Envirement JRE (Version >= 1.5 resp. >5) on your PC is required.

QuartzCrystal_xyz.zip is a package containing the program together with a Java runtime (Windows only).
A separate Java installation on your PC is not necessary.
Unzip the archive and start QuartzCrystal_xyz.exe. There is no install.
